Hassan calls for NH agency heads to craft plans with 3 percent less for 2014

CONCORD – Gov.-elect Maggie Hassan has followed her fiscally conservative performance as a candidate by calling upon state agency heads to draw up plans for coping with less money next year. The incoming Democratic chief executive instructed department administrators to craft spending plans 3 percent smaller for 2014 and a 2015 budget with the same amount of money they have in the current year. “These budget targets will give us options and flexibility to assess and respond to unfolding economic and external events,” Hassan said in her directive sent out Wednesday afternoon. “Going forward, these targets and individual agency budgets may be adjusted higher or lower depending on the economy and revenues, federal actions and state priorities.” The former Senate majority leader also warned she won’t tolerate the traditional tricks employed by bureaucrats in years past. Coming up with across-the-board spending cuts or unpopular changes that fail to comply with state law or meet existing service levels will not be acceptable, she said.
