NASHUA – A closed-door meeting between city officials and representatives of a pharmacy wasn’t illegal because no quorum of alderman was present, the city’s attorney has said. But an aldermen who raised questions about the meeting maintains the meeting was either illegal or the city ordinance that governs aldermanic committee quorums is flawed. At issue is a recent meeting between the city and officials of CVS pharmacy concerning the company’s interest in leasing city-owned land to expand its downtown store, at the corner of Main and East Hollis streets. The city land lies between the CVS and Southern New Hampshire Medical Center. For 20 years, the medical center has leased the lot for parking spaces, and it objected to the city cutting a deal with a pharmacy. The issue hasn’t been resolved. At the Nov. 7 meeting of the city finance committee, Mayor Donnalee Lozeau said she and aldermen previously met in her office with CVS officials to discuss a proposed lease.
