New charter school bill aims to fix funding problems

NASHUA – It has been nearly a year since Karin Cevasco and the other founders of Gate City Charter School for the Arts applied for school approval with the Department of Education. But instead of beginning the application and enrollment process next month, solidifying a school location and beginning searches for a director and other staff, school creators are waiting, and  praying, that they’ll be able to open the school on time next fall. “It’s been frustrating,” Cevasco said. The uncertainty about the school stems from an ongoing funding debate, which began Sept. 19 when the state Board of Education voted to place a moratorium on all new charter schools. For Gate City, this debate means the chances of opening its doors to 100 elementary students in September are dwindling. The school will need approval by March 1 in order to open on time. If that doesn’t happen, the opening will be pushed back to 2014. And while charter school developers around the state will simply have to wait and see what comes of budget discussions this winter, a bipartisan bill in the works may offer some hope.
